Langford Engineering Inc. has furnished professional
consulting services to municipal utility districts,
cities and other public entities in the upper Texas Gulf
Coast area since 1968. With a staff of experienced
professional and support personnel, the firm has
successfully completed projects for its varied clients
that include a wide spectrum of private and municipal
engineering projects large and small magnitude.
These engineering assignments have included: wastewater
collection and treatment, sewer system rehabilitation,
water supply and distribution, storm water drainage
facilities, storm drainage studies, street pavement,
bridges, permitting, and master planning of utility
systems. For over 3 decades, municipalities have
entrusted the expenditure of capital improvement funds
with our firm because of its experience, reputation,
integrity and professionalism. Langford Engineering,
Inc. is honored to have serviced these long-established
clients and contributed to their success in providing a
sound and functional community infrastructure. Ivan Langford, Jr., P.E., founded Langford Engineering
in 1968 to provide professional municipal civil
engineering services. Throughout its history Langford
Engineering, Inc. has maintained a level of excellence
for providing efficient and quality infrastructure
improvement projects to municipal and other political
subdivisions, as well as to developers and industrial
clients. In 1995 the ownership of Langford Engineering, Inc., was
acquired by John K. Davis, P.E., who has been associated
with Langford Engineering since 1979. Timothy B. Hardin,
P.E., Vice President and principal in the firm
contributes a comprehensive background in the design of
water production and distribution facilities, drainage,
and detention facilities and wastewater treatment and
collection facilities. Our employees, who average over
fourteen years tenure with the firm, have thorough
knowledge of the requirements of municipal engineering
and specialize in wastewater treatment, wastewater
collection system, wastewater rehabilitation, water
production and distribution, water production and
distribution, paving, and drainage. Langford Engineering, Inc. is committed to providing

Principals
John K. Davis, P.E.
President
John Davis has over thirty years experience in Civil
and Municipal design, consulting and supervision in the
fields of water treatment and distribution, wastewater
treatment and collection, wastewater system
rehabilitation, land planning and drainage projects. Mr.
Davis has overseen the completion of projects for
numerous municipal and institutional clients, both
domestic and international, including master planning of
wastewater facilities, sewer collection and treatment
system evaluations, inflow/infiltration evaluations,
sanitary sewer rehabilitation programs and environmental
information documents. Mr. Davis has served as the
engineer for numerous cities, municipalities and special
districts, and has directed the firm in its provision of
consulting and project management services for capital
improvements and maintenance/rehabilitation of those
client’s major infrastructure systems.
Mr. Davis holds a degree in Civil Engineering from
the University of Texas and has been licensed as a
Professional Engineer in the State of Texas since 1986.
Mr. Davis also remains active in numerous national,
state and local organizations including the American
Council of Engineering Companies, National Society of
Professional Engineers, and the American Society of
Civil Engineers.
Timothy B. Hardin, P.E.
Vice President
Tim Hardin has extensive experience providing
engineering and consulting services to a variety of
municipalities and special districts, land developers
and governmental agencies. Together with Mr. Davis, the
principals manage the day to day operations of the firm,
including coordinating the services our clients demand.
Mr. Hardin has overseen the completion of projects
related to the growth and expansion of many cities and
special districts throughout the Texas Gulf Coast Area
including land planning, facilities planning, district
financing, as well as design and construction oversight
for the completion of infrastructure servicing these
clients. Mr. Hardin has extensive experience
coordinating, planning, designing and seeking approval
of land development projects, water production and
distribution facilities, wastewater treatment and
collection facilities, street paving and drainage
improvements.
Mr. Hardin holds a degree in Civil Engineering from
Texas A&M University and has been licensed as a
Professional Engineer in the State of Texas since 1997.
Mr. Hardin has also remained active in a variety of
professional organizations including the American
Society of Civil Engineers, Texas Society of
Professional Engineers and Water Environment Federation.
